Binkley & Barfield, Inc. (BBI) was selected by Harris County, Precinct One to provide engineering design and construction phase services for the reconstruction of North Lake Houston Parkway / East Mount Houston from Mesa Road to the Beltway 8 frontage roads. The improvements consisted of the reconstruction of approximately 3.3 miles of existing 2-lane asphalt roadway with roadside ditches. 

The improvements to the portion of the project west of Greens Bayou (approx. 7,500 LF), consisted of converting an existing 2-lane asphalt roadway with roadside ditches to a 4-lane curb and gutter, boulevard section with 10-inch thick concrete pavement, 12-foot lanes with a raised center median, 6-foot wide shared-use path along the outside back of curb and sub-surface storm sewer within a 100-foot right-of-way with outfalls at Greens Bayou.

The portion of the project east of Greens Bayou (approx. 10,050 LF), consisted of converting an existing 2-lane asphalt roadway with roadside ditches to a 4-lane concrete roadway with 10-inch thick concrete pavement, 12-foot lanes, 6-foot wide shared-use path with linear storm water detention channels within a 300-foot right-of-way. Linear detention outfalls at Greens Bayou and Harris County Flood Control District (HCFCD) Channel P127-00-00.

Greens Bayou Bridge: Replacement of 20-foot approach slab on either side of 300-foot (length) pre-stressed concrete box beam bridge, widen bridge from existing 61-foot width (to accommodate 6-foot shared use trail), improved drainage, remove and replace railing. New railing is combination traffic/pedestrian rail to guard raised shared-use path/pedestrian walkway, removal and replacement of existing 61-foot concrete deck, railing and wingwall and remove and replace concrete box beams.

Harris County Flood Control District (HCFCD) Channel P127-00-00: Widening of concrete bridge – Improvement and addition of the shared use path, pavers, pedestrian ramps, curb and gutter, medians, esplanades and directional islands.

Additional major scope items included the signalization of the North Lake Houston Parkway / Lockwood intersection including pedestrian elements, utility adjustments and detailed construction phasing at the Union Pacific Railroad crossing.
