Binkley & Barfield | DCCM was awarded a prime provider contract with TxDOT to provide preliminary engineering services for the development of a schematic design layout; environmental studies in support of the schematic work; public involvement, permit procurement, data collection analysis, mitigation and remediation, monitoring, traffic engineering, and operations, including traffic simulations and 3D modeling; and surveying and mapping for various highway projects located within the state of Texas.

The Binkley & Barfield | DCCM team (which included nine subconsultants) assisted the TxDOT Pharr District with providing preliminary engineering and environmental services required to upgrade a section of existing US 281 to proposed IH 69C from north of Edinburg to south of Falfurrias, a total distance of 50 miles. The project limits included the Falfurrias Border Patrol Station, a TxDOT rest area, and a Texas Department of Public Safety inspection facility. The project ran adjacent to several large ranches, including the historic King Ranch. Binkley & Barfield | DCCM coordinated with Border Patrol, TxDOT Maintenance Division (rest area), and Texas Department of Public Safety to develop multiple alternatives for each of these three unique project areas which resulted in mutually agreeable solutions. Binkley & Barfield | DCCM proactively held meetings with affected landowners to explain the need for decreased access points, thus eliminating potential conflicts occurring at the public meetings that could have resulted in negative public opinion.
