SH 249 Tomball Tollway - Phase I & II

Located in the heart one of America’s fast-growing counties, BBI has emerged as a recognized leader
in the Texas mega-toll road industry. For millions of drivers in Harris County, Texas, the words “toll road”
are synonymous with “better mobility” in an otherwise world of choked roads, never-ending rush
hours and commutes that can range up to an hour or more each way.

Since 2012, BBI has led the charge for the Harris County Toll Road Authority in the program management,
design and construction of over $330 million in roadway improvements in the high-growth State
Highway 249 corridor in northwest Harris County. Phase 1 of the Tomball Tollway opened in April 2015
and made an immediate impact on drive times between Houston and Tomball, and beyond. In its first
day of operation, eager toll users doubled the projected 17,000 daily toll transactions, cutting in half
the traffic on the existing frontage road. Funded entirely with toll road revenue paid by the drivers
who choose to use the Harris County toll road system, future construction will extend the toll road into
Montgomery County and Grimes County to Texas State Highway 105, streamlining trips to and from
rapidly growing Grimes County and to College Station, the home of the Texas A&M Aggies.

In Phase 1, BBI continued project leadership and oversight to 17 consultants, completing the plans,
specifications and estimates for 4 new toll lanes in each direction along a 6 mile stretch of SH 249,
adding 5 new bridges, retaining walls, and a drainage system that mitigates flooding. Drivers may
now bypass 7 stoplights, while the frontage roads remaining toll-free.

In Phase 2, BBI repeated its program management success, extending Phase 1 to the Montgomery
County line, and continued the 4-lane tollway in each direction, adding new 3-lane frontage roads,
both north and southbound, 5 major bridges, flood-mitigating storm water detention, a collegiate
practice field, and equestrian and bike trails. Construction for Phase 2 will be completed in late 2019.
