BBI was selected by Harris County Toll Road Authority (HCTRA) to provide engineering services for the Westpark Toll Road corridor and North-South IH 610 West frontage roads from Westpark Drive to FM 1464 with a length of approximately 14 miles. This urban freeway project included the reconstruction of an existing 5-lane urban roadway to an urban freeway. This project also included fully directional three-level interchanges at Beltway 8 West and US 59 South.
Engineering services for this project included preliminary engineering, the preparation of a route study, alternative analysis, hydraulic study, schematic design, environmental assessment, preparation of PS&E and construction management. Also included was the design and PS&E package of depressed frontage roads and tollway connector through the existing US 59 South and IH 610 West interchanges. The drainage design for this project included the design of a storm sewer trunk line system for the majority of the project as well as outfall/detention ponds. The design of five depressed roadway sections with pump stations was also necessary.
Other scope items involved approximately $70 million in utility relocations which required a significant amount of coordination with utility companies, the implementation of the noise abatement portion of the environmental document, the development of retaining wall and noise wall layouts, preparation of the traffic control plan to allow for seamless construction phasing between adjacent section contracts. Since adhering to the schedule was imperative to the success of this project, a Primavera construction phase critical path schedule was developed in the design phase that was monitored through the actual construction of the project to opening.
The deliverables of the project involved the submittal of 3 separate TxDOT format PS&E packages:
• Fully directional three level interchanges at the existing freeway connections with Beltway 8 (W) and at IH 610 West/US 59 South.
• Depressed frontage roads and tollway connector through the existing US 59 South and SH 6 intersections.
• Diamond interchanges with the existing roadway at 6 crossings.
All of these submittals were developed utilizing TxDOT standards, specifications and general notes.
